What happened: Kerala High Court quashed an FCRA renewal refusal for two NGOs
The Kerala High Court set aside an order by the Centre that refused to renew the Foreign Contribution Regulation Act (FCRA) certificates of two NGOs.
The Centre’s refusal was based on allegations, supported by a central intelligence report, that the NGOs used foreign donations to fund protests against the Vizhinjam sea-port project.
The Kerala High Court directed the competent authority to review the matter and pass fresh orders within three months.
The High Court also required the competent authority to specify reasons for denial in every order, treating reasoned decision-making as indispensable for a sound judicial system.
Background and earlier position: Centre relied on national security and contested protest-funding links
