What happened in the Lok Sabha
The Lok Sabha passed the Registration of Births and Deaths (Amendment) Bill, 2026 without debate. Opposition MPs protested as soon as the Lok Sabha met, with the protests linked to a reported police crackdown on student protesters at Jantar Mantar on 20 July 2026. The Lok Sabha Speaker temporarily adjourned the sitting because of the protests.
When the Lok Sabha reconvened, disturbances continued. During the reconvened sitting, a BJP chairing MP asked that listed papers be laid, including a request to extend the Joint Parliamentary Committee examining the Constitution (130th Amendment) Bill, 2025.
For the births and deaths legislation, Nityanand Rai, Minister of State for Home, moved the Registration of Births and Deaths (Amendment) Bill, 2026. Opposition MPs demanded the presence of the Home Minister, Amit Shah. The Lok Sabha then passed the bill by voice vote amid slogans.
Parliamentary Affairs Minister Kiren Rijiju described passing by voice vote as unfortunate and asked MPs not to repeat it, warning that MPs responsible for sending members to Parliament would be asked questions.
