What happened
The Ministry of Social Justice and Empowerment has reported the implementation of National Trust welfare initiatives in Assam and other North Eastern States for persons with autism, cerebral palsy, intellectual disability, and multiple disabilities. The focus areas are Disha centres, Samarth respite care homes, and Niramaya health insurance.
Background and earlier position
The National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 created a statutory framework for welfare, protection, and support for persons with these disabilities. The scheme architecture uses specialised care, respite support, and health insurance to improve social inclusion and family support.
What the National Trust schemes do
The release describes three service channels. Disha centres function as service centres. Samarth provides respite care and group-home support. Niramaya provides health insurance coverage for eligible persons with the covered disabilities.
