What happened
The Ministry of Science and Technology organised a “Centre-State Partnership Conclave on BioE3 Policy” on 7 February 2025 in New Delhi. The conclave aimed to strengthen Centre–State partnerships for BioE3 policy implementation by focusing on state-specific thematic areas for biomanufacturing, state BioE3 Action Plans, and the institutionalisation of “BioE3 Cells” in select states as coordination units for biomanufacturing activities.
Background and earlier position
BioE3 policy implementation requires translating national priorities into state-level plans. Earlier policy execution for science-and-industry initiatives in India typically depends on states’ ability to identify sectoral themes, coordinate stakeholders, and manage implementation through dedicated institutional arrangements.
What changed now
The government reported two concrete implementation signals: (i) BioE3 Cells have been notified in Assam, Sikkim, and Himachal Pradesh; and (ii) a centre–state partnership mode network proposal has been supported involving institutes of BRIC (iBRIC) and the Science and Technology Council (S&T council), along with the Government of Sikkim, for developing and testing bio-based solutions related to pest and pathogen challenges in large cardamom and for creating disease-tolerant varieties.
