What happened
The Ministry of Science and Technology organised a “Centre-State Partnership Conclave on BioE3 Policy” on 7 February 2025 in New Delhi. The conclave aimed to strengthen Centre–State partnerships for BioE3 policy implementation by focusing on state-specific thematic areas for biomanufacturing, state BioE3 Action Plans, and the institutionalisation of “BioE3 Cells” in select states as coordination units for biomanufacturing activities.
Background and earlier position
For UPSC, BioE3 Cells provide a governance lens on how a national science-and-industry policy can be operationalised through state planning, thematic alignment, and centre–state coordination—raising questions on institutional capacity, monitoring, and state-specific priorities.
