What happened: PIB Fact Check Unit and digital media ethics rules to curb misinformation
The Press Information Bureau (PIB) works as a principal information dissemination agency of the Government of India and supports credible, timely communication through multiple media platforms. PIB established a Fact Check Unit (FCU) to mitigate fake news related to Government programmes and policies. The FCU verifies claims relating to Government Ministries, Departments, Public Sector Undertakings (PSUs), and other central government organisations through a structured fact-checking process, and then disseminates verified information across multiple platforms.
PIB also relies on public service broadcasters and platform integration to spread verified information. Doordarshan and Akashvani disseminate verified information through news bulletins, programmes, and digital platforms. DD News follows a multi-layered editorial mechanism that includes rigorous fact-checking, cross-verification through multiple credible sources, and editorial scrutiny before broadcast. PIB Fact Check content is regularly integrated into Doordarshan and Akashvani news and digital platforms to counter misinformation and false narratives.
Background and earlier position: broadcast credibility plus a fact-check workflow
The Government uses multiple languages for information dissemination, including regional languages and dialects. Prasar Bharati, which runs public service broadcasting, supports credible communication through radio and television platforms. In this ecosystem, PIB FCU functions as a claim-verification layer for information linked to Government programmes and policies and then feeds verified material into broadcast and digital news workflows.
On the statutory side, the Government notified the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 under the Information Technology Act, 2000. The rules set compliance expectations for intermediaries and digital news/OTT publishers, along with a grievance redressal system.
