What happened (MPD-2047 heritage and cultural core measures)

The Ministry of Housing and Urban Affairs announced MPD-2047 heritage and cultural development provisions for Delhi’s cultural core. The provisions aim to strengthen heritage conservation and redevelop key spaces into public and cultural destinations.

The announcement includes conservation planning for about 1,500 heritage assets through Cultural Resource Management Plans (CRMPs), adaptive reuse of heritage buildings for new activities such as hotels, museums, offices, libraries and cultural activities, and a heritage incentive of 50 TDR (Transferable Development Rights).

MPD-2047 also mentions Core Capital Development to strengthen the administrative and ceremonial core, redevelopment of Kartavya Path into a world-class public and cultural space, and development of the Yuge Yugeen National Museum as a landmark cultural institution at approximately 1.25 lakh sq. m.

Background and earlier position (what heritage-led redevelopment typically requires)

Heritage-led redevelopment generally needs (1) an identified set of heritage assets, (2) a management plan describing what interventions are allowed and how heritage character will be safeguarded, and (3) land-use and development instruments that guide new uses. Adaptive reuse is a common approach because it allows heritage buildings to stay in use while supporting contemporary functions.
