The Rashtriya Gramin Vikas Sammelan (RGVS) 2026 was used by the Ministry of Rural Development to review rural-development delivery, showcase State practices, and push a women-led livelihood agenda under DAY-NRLM. The conclave matters for UPSC because it combines governance, decentralisation, rural infrastructure, and inclusive growth in one policy platform.

What happened

The two-day conclave concluded on 29 June 2026. The Ministry said the meeting reaffirmed a shared commitment to Viksit Gram, Viksit Bharat through stronger Centre-State collaboration, community-led development, and technology-driven governance.

The Sammelan was inaugurated by Union Minister for Rural Development and Agriculture & Farmers' Welfare Shivraj Singh Chouhan in the presence of Union Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani and Minister of State for Rural Development Kamlesh Paswan.

Background and earlier position

The Ministry used the conclave to review flagship rural programmes that already anchor India’s rural policy framework: Pradhan Mantri Awas Yojana–Gramin, Pradhan Mantri Gram Sadak Yojana, Deendayal Antyodaya Yojana–National Rural Livelihoods Mission, rural skill development programmes, and the National Social Assistance Programme.
