What happened
The Ministry of Housing and Urban Affairs has approved the operational guidelines for the PARIVARTAN scheme, which is meant to accelerate the replacement of older, highly polluting trucks and buses in the National Capital Region with cleaner Bharat Stage-VI compliant or electric vehicles.
The scheme was approved by the Union Cabinet on 3 June 2026. The total outlay is Rs. 9,585 crore, including Rs. 5,041 crore of budgetary support from the Central Government.
Background and earlier position
Delhi-NCR has long faced severe vehicular pollution from ageing heavy vehicles. The PARIVARTAN scheme continues earlier efforts to reduce the movement of polluting heavy vehicles through Delhi and the wider National Capital Region.
The Ministry of Road Transport and Highways will be the implementing ministry. The National Capital Region Planning Board will fund the scheme, which reflects a region-wide approach rather than a Delhi-only response.
