Setting up Skill Hubs in Tribal Areas through PMJVM and Tribal Development Initiatives
Skill hubs, tribal skilling centres, and school-based vocational training are being linked to tribal livelihood and entrepreneurship missions in tribal areas.
- DAJGUA is structured around 25 interventions coordinated by 17 Ministries/Departments for infrastructure, healthcare, education, and livelihoods in tribal areas.

- PMKVY 4.0 is being used through Short-Term Training, up-skilling, re-skilling, and Recognition of Prior Learning in aspirational districts.
The Ministry of Skill Development and Entrepreneurship is linking Skill Hubs, tribal skilling centres, and school-based vocational labs to expand training and livelihood options in tribal areas. The policy significance lies in convergence: tribal welfare missions, school infrastructure, and skill development programmes are being used together to improve employability, entrepreneurship, and local value addition.
What the Government of India has highlighted
The Ministry of Tribal Affairs is implementing Pradhan Mantri Janjatiya Vikas Mission (PMJVM) through Tribal Co-operative Marketing Development Federation (TRIFED) to promote livelihood opportunities and entrepreneurship among tribal communities. The scheme focuses on value addition, branding, and marketing of minor forest produce and local agricultural goods.
UPSC can frame the topic around the design of tribal welfare schemes, convergence between the Ministry of Skill Development and Entrepreneurship and the Ministry of Tribal Affairs, and the challenge of aligning vocational training with local livelihoods. The issue is also relevant for evaluating whether skill programmes in tribal districts translate into employability, entrepreneurship, and value addition in forest produce and local agriculture.
