What happened
The Digital India BHASHINI Division under the Ministry of Electronics and Information Technology, in collaboration with the Department of Information Technology, Electronics & Communications, Government of Goa, organised the BHASHINI Rajyam: State Engagement Workshop in Panaji. The workshop aimed to advance multilingual artificial intelligence and strengthen language-first Digital Public Infrastructure.
The event focused on making digital governance more inclusive, accessible and multilingual, with a special emphasis on Konkani. The government-linked discussion positioned language technology as a practical tool for citizen services rather than a purely technical innovation.
Background and earlier position
India’s digital governance platforms have expanded rapidly, but language access remains a major barrier for many citizens. BHASHINI has been presented by the Union government as a national platform for AI-powered multilingual digital inclusion, and the Goa workshop extended that effort to a state-level governance setting.
The workshop also linked language technology to a broader public-policy need: digital services must work for citizens who prefer to speak, hear, read, or transact in regional languages. In Goa, that requirement makes Konkani a natural focus for state-level language ecosystem building.
