What happened

Digital India BHASHINI Division (DIBD), under Digital India Corporation (DIC) in the Ministry of Electronics and Information Technology (MeitY), conducted a Multilingual AI Workshop for officials from the Translation, Publication and Information Technology wings of the Haryana Vidhan Sabha Secretariat. The workshop brought together Members of the Legislative Assembly, Haryana Vidhan Sabha Secretariat officials, and other stakeholders. The session demonstrated how AI-powered language technologies can strengthen “language-first legislative governance” by improving multilingual legislative workflows and making legislative information more inclusive, accessible, and citizen-centric.

Background and earlier position

BHASHINI’s workshop narrative is centred on Language-First Digital Public Infrastructure (DPI). In ordinary terms, the idea is to treat language as a built-in feature of digital public services rather than a barrier for public participation. The Haryana Vidhan Sabha Secretariat also emphasised that digitisation of legislative institutions must improve accuracy, efficiency, and transparency without compromising the integrity of official records, and that human expertise and validation remain important.

What changed now (focus of the workshop)

The workshop showcased an ecosystem of multilingual AI solutions that included Automatic Speech Recognition (ASR), Neural Machine Translation (NMT), Text-to-Speech (TTS), Optical Character Recognition (OCR), Transliteration, and multilingual APIs. Live demonstrations were used to show multilingual speech recognition, translation, transcription, and document-based technologies. The workshop also discussed governance use-cases such as improving access to official documents across languages, enabling voice-first interactions, and supporting digital record management and citizen engagement through more accessible legislative information.
