What happened
The Department of Fisheries, Government of India has reported the approval and progress of the modernisation and upgradation of Mangalore Fishing Harbour under Pradhan Mantri Matsya Sampada Yojana (PMMSY). The project is relevant for UPSC because fishing-harbour infrastructure sits at the intersection of fisheries policy, coastal livelihoods, cold-chain logistics, and scheme implementation.
Background and earlier position
PMMSY is the main central scheme for fisheries development, and the Department of Fisheries reviews approved projects through physical meetings, virtual meetings, field visits, and a dedicated centralized digital monitoring platform. Karnataka is one of the States where PMMSY projects are being implemented across harbour infrastructure and beneficiary-oriented activities.
What changed now
The Government of India approved the Karnataka proposal for the modernisation and upgradation of Mangalore Fishing Harbour in 2024 at a cost of Rs 37.47 crore, with a central share of Rs 22.48 crore. The State Government of Karnataka has reported 25% physical progress and expenditure of Rs 6.31 crore on the project. Karnataka has also reported that the pending components are scheduled for completion by 21 May 2027.
