PACS in Andhra Pradesh enabled as Common Service Centres (CSCs) for digital services
Andhra Pradesh PACS are being enabled as Common Service Centres to expand rural digital access.
- The Ministry of Cooperation and CSC e-Governance Services India Limited are jointly enabling eligible PACS to operate as CSCs.
- The Andhra Pradesh PACS network has been substantially onboarded into the CSC framework, with a smaller inactive segment still present.
- The PACS-as-CSC model is designed to widen access to banking, insurance, Aadhaar-enabled services, utility payments, PAN services, and G2C and B2C services.
What happened
The Ministry of Cooperation is facilitating eligible Primary Agricultural Credit Societies, or PACS, to function as Common Service Centres, or CSCs, so that rural communities can access digital and citizen-centric services through cooperative institutions. The model is being implemented in Andhra Pradesh and is monitored through periodic review meetings and status reports from CSC e-Governance Services India Limited, also called CSC SPV.
Why the model matters
UPSC can frame this as a governance and rural-development question on how cooperative institutions can serve as last-mile digital delivery points, the institutional role of CSC SPV, and the implementation challenges in scaling such hybrid service models across states.
