What happened
The Ministry of Cooperation is facilitating eligible Primary Agricultural Credit Societies, or PACS, to function as Common Service Centres, or CSCs, so that rural communities can access digital and citizen-centric services through cooperative institutions. The model is being implemented in Andhra Pradesh and is monitored through periodic review meetings and status reports from CSC e-Governance Services India Limited, also called CSC SPV.
Why the model matters
PACS are village-level cooperative credit institutions with deep local presence. Using PACS as CSCs turns an existing rural network into a delivery channel for banking, insurance, Aadhaar-enabled services, utility bill payments, PAN card services, agricultural and allied services, and Government-to-Citizen and Business-to-Citizen services.
Current status in Andhra Pradesh
According to the Ministry of Cooperation, Andhra Pradesh has seen large-scale onboarding of PACS into the CSC framework. A small share of the onboarded PACS remains inactive, which shows that institutional scaling has begun but operational stability still needs attention.
