What happened
The Andhra Pradesh Legislative Assembly unanimously passed four higher-education-related bills introduced by Minister for Human Resources Development Nara Lokesh. The bills cover four linked areas: (1) fee regulation and anti-commercialization controls for higher education, (2) simplified regulation for private universities to attract investment, (3) regulation for State private skill universities to match industry needs with youth skills, and (4) reservations in the teachers’ cadre of State educational institutions to fill staffing gaps in State universities.

1) Higher Education Regulatory and Monitoring Commission (Amendment) Bill, 2026
The Higher Education Regulatory and Monitoring Commission (Amendment) Bill, 2026 proposes converting the existing regulatory commission into a smaller committee limited to fee regulation and preventing commercialization of higher education. Other functions are proposed to be handled by the Higher Education Commissioner.
