What happened
The Ministry of Skill Development and Entrepreneurship has outlined a set of measures to improve the international mobility of skilled Indian workers. The measures are aimed at matching Indian training systems with overseas labour shortages and at building pathways for overseas employment.
The immediate policy context is a NITI Aayog Working Paper titled "States' Framework: Advancing International Mobility for Skilled Workers", released in May 2026. The working paper says India has the world's largest overseas migrant population and argues for stronger skilling and institutional systems for mobility.
What has been done so far
The Ministry of External Affairs has shared data on 25 priority countries, along with the sectors and job roles in those countries that are facing labour shortages. The Ministry of Skill Development and Entrepreneurship is using that information to align training with country-specific demand.
