What happened

The Ministry of Personnel, Public Grievances and Pensions revised the National Standards for Civil Service Training Institutions (NSCSTI) and launched the updated framework as NSCSTI 2.0 on 18 July 2025. The revision aims to align training institutions with the evolving objectives of Mission Karmayogi and with the shift toward continuous learning and competency-based training in the civil services.

Background and earlier position

NSCSTI is the accreditation and benchmarking framework for Civil Service Training Institutions (CSTIs). Before the revision, the framework used a larger set of assessment metrics, and the Ministry reviewed implementation through a consultative process with accredited CSTIs, including a national-level workshop that collected feedback on the existing framework.

What changed in NSCSTI 2.0

The review findings led to restructuring of the framework and rationalisation of assessment metrics from 59 to 43. The revised metrics focus on course design, faculty development, resource and training targets, digitisation and training delivery, training evaluation and quality assurance, and governance and operational functions of the training institution.
