What happened: iGOT course completion linked to APAR under Mission Karmayogi

Mission Karmayogi (NPCSCB) continues to expand its learning and monitoring ecosystem through the iGOT platform. The Government reported that, from the reporting year 2025-26 onward, completion status of mandatory courses and assessments on iGOT will be captured in the Annual Performance Appraisal Reports (APAR) of Central Government employees and officers of the All India Services.

Background and earlier position: rule-based HR to role-based capacity building

Mission Karmayogi was approved by the Government of India in September 2020 with the stated aim of transitioning from a rule-based HR system to a role-based HR system and building civil servants with a global outlook rooted in Indian ethos. Mission Karmayogi also uses an iGOT-based training ecosystem and includes a Monitoring and Evaluation (M&E) Framework to evaluate stakeholders’ performance on Key Performance Indicators (KPIs).

What changed now: mandatory learning embedded in performance appraisal

The integration of mandatory-course completion and mandatory assessment completion into APAR creates an accountability linkage between iGOT learning participation and official performance appraisal for covered Central Government employees and All India Services officers.
