Status of implementation of PMGSY and targets for FY 2026–27
PMGSY implementation update for FY 2026–27: progress under PMGSY verticals, connectivity targets, and maintenance/digital quality mechanisms
- PMGSY-I provides connectivity to unconnected habitations in the core network; PMGSY-II targets up-gradation; PMGSY-III consolidates major links and institutional connectivity; PMGSY-IV targets unconnected habitations as per its stated objective and timelines.
- PMGSY delivery design for FY 2026–27 includes three-tier quality assurance (PIUs, SQMs, NQMs) with geo-tagged inspections and digital maintenance management through the eMARG platform.
- The FY 2026–27 plan states special emphasis for Aspirational Districts, tribal areas, LWE-affected areas and remote/difficult regions using CNCPL, RCPLWEA, population norm relaxation (250+ for North-Eastern states/Hill states/UTs/special category areas; 100+ for LWE-affected districts) and PM-JANMAN for PVTG habitations with population 100+.
What happened (PMGSY progress and FY 2026–27 plan)
The Ministry of Rural Development reported completed rural road and bridge works under PMGSY during FY 2025–26 and then announced the implementation plan and targets for FY 2026–27. During FY 2025–26, 2,905 roads covering 15,647.78 km and 1,042 bridges were completed across India, along with all-weather road connectivity for 93 eligible habitations.
For FY 2026–27, the implementation plan focuses on timely completion of ongoing works (with a stated exception for PMGSY-II), up-gradation of rural roads, and strengthening maintenance for assets already constructed. The plan links project sanctioning (including under PMGSY-IV), state/union territory maintenance responsibilities, and digital maintenance management via the eMARG platform with a three-tier quality assurance approach that uses geo-tagged inspections and monitoring through regular review and field inspection mechanisms.
Analyse PMGSY as a programme design that converts rural connectivity goals into measurable targets through verticals, state delivery support, digital maintenance management, and multi-layer quality assurance. Evaluate how category-based prioritisation (Aspirational Districts, tribal areas, LWE-affected districts and remote regions) and maintenance strengthening address the service-life gap that often follows road construction.
