What happened: expansion of unique Farmer IDs and satellite-enabled PMFBY operations

The Ministry of Agriculture and Farmers Welfare reported two linked tracks for agricultural welfare administration. First, the Ministry stated that by 20 July 2026, more than 10.18 crore unique Farmer IDs were created to streamline direct transfer of subsidies and technical advisories. Second, the government outlined satellite-imagery based initiatives integrated into the Pradhan Mantri Fasal Bima Yojana (PMFBY) to improve yield estimation and claims-related workflows.

Background and earlier position

Beneficiary digitisation and DBT linkage are designed to reduce friction in distributing subsidies by connecting entitlements to unique identities. In PMFBY operations, crop yield assessment and claim processing have historically relied strongly on crop cutting experiments (CCEs) and human-led verification, including steps for handling disputes over area discrepancy and yield.

What changed now: implementation features highlighted by the government

The government highlighted satellite-enabled PMFBY components. For yield estimation, the Ministry described YES-TECH (Yield Estimation System based on Technology) using satellite remote sensing data coupled with crop yield estimation models to generate technology-based crop yield at insurance unit level, intended to supplement CCE yield data for localized yield anomalies. For CCE sampling, the Ministry described Smart Sampling for CCEs, using satellite-derived vegetation indices to identify variations in crop health and thereby optimise planning of CCEs and reduce manual selection bias. For dispute handling, the government described remote sensing time-series images as an objective assessment tool to resolve area discrepancy and yield disputes between State Governments and insurance companies and to reduce claim settlement delays. For calamity response, the Ministry described Rapid Crop Damage & Inundation Assessment using multi-temporal satellite imagery for rapid mapping of affected areas during localized natural calamities, supported through automated workflows of the Krishi Decision Support System (DSS).
