What happened: PMMSY inland fisheries infrastructure approvals and central fund releases (2020-21 to 2025-26)

The Department of Fisheries (Ministry of Fisheries, Animal Husbandry and Dairying), Government of India is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with effect from the financial year 2020-21 for fisheries sector development in all States and Union Territories. The government stated the total cost of PMMSY as Rs. 20,750 crore.

The government states that it approves state-wise fisheries development projects under PMMSY, including inland fisheries infrastructure such as ponds, reservoirs, hatcheries, feed mills, and cold chain facilities. The government provides consolidated state-wise project and central fund release details in Annexure-I for the period 2020-21 till the time of release, including the central fund released during 2020-21 to 2025-26.

For Uttar Pradesh, the government approved fisheries developmental proposals under PMMSY at a total cost of Rs. 1,294.32 crore. The central liability for these proposals is Rs. 412.30 crore. Against this central liability, the government reported central funds released of Rs. 336.61 crore and expenditure incurred of Rs. 316.61 crore.

The government describes PMMSY assistance as support for scientific aquaculture and integrated inland fisheries interventions aligned to State Government requirements. The government lists intervention types including integrated fish farming, pond development, hatcheries, reservoirs, feed mills, cold chain infrastructure, Biofloc, Recirculatory Aquaculture Systems (RAS), cage culture, and other modern fisheries interventions.
