What happened: MHI’s status on PM E-DRIVE pan-India implementation, funds, and pending claims

The Ministry of Heavy Industries (MHI) stated that the PM E-DRIVE Scheme has been implemented on a pan-India basis. MHI also stated that no state-wise allocation was done under PM E-DRIVE.

MHI explained the incentive delivery and reimbursement logic as follows: eligible electric vehicle (EV) buyers receive an upfront reduction in the purchase price, and the Ministry of Heavy Industries reimburses the Original Equipment Manufacturers (OEMs) after the buyer’s eligibility is processed through an e-voucher system.

MHI reported the following status of funds allocated versus utilized under PM E-DRIVE for financial years FY 2025-26 and FY 2026-27, and the claims pending reimbursement (under processing) as on 22/07/2026: FY 2025-26: Fund allocated ₹ 1,300 crore; actual expenditure ₹ 1,160.32 crore; claims pending for disbursement: not reported as a number.FY 2026-27: Fund allocated ₹ 1,500 crore; actual expenditure ₹ 169.06 crore (as on 22/07/2026); claims pending for disbursement (under processing): ₹ 139.43 crore.

MHI also addressed operational issues related to portal access and Aadhaar-based authentication. MHI stated that users may face portal friction due to network issues, anti-virus scanning, or urgent maintenance activity by National Informatics Centre (NIC), and due to Aadhaar authentication issues.

MHI listed Aadhaar authentication problems that can block successful processing: Mobile number used for face authentication was not linked with the beneficiary’s Aadhaar.Aadhaar biometric face authentication could not be completed due to outdated or mismatched biometric records, requiring beneficiaries to update biometrics.
