What happened (Parliament and the Bill’s core idea)
The Government introduced the Viksit Bharat Shiksha Adhishthan Bill, 2025 to regulate Higher Educational Institutions (HEIs) using a technology-driven single-window interactive system. In the Rajya Sabha, the Minister of State for Education, Dr Sukanta Majumdar, stated that the entire system of regulation will run through these single-window platforms, built on public self-disclosure by HEIs.
The Rajya Sabha communication also states that the Bill has been referred to a Joint Committee of both Houses of Parliament for examination.

The Bill is presented as aligned with the National Education Policy (NEP), 2020, which calls for reforms in higher education governance and processes. The announced approach shifts regulation toward digital workflows and reduces reliance on case-by-case human discretion through a single coordinated access point.
