What happened
The Joint Committee of Parliament examining the Viksit Bharat Shiksha Adhishthan Bill, 2025 has postponed its final meeting from July 18 to July 20. The postponement followed objections from the Andhra Pradesh government over provisions that could affect State universities and State legislative authority in higher education.
The Bill proposes a single apex regulator, the Viksit Bharat Shiksha Adhishthan, to replace the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE).
Background and earlier position
India’s higher-education regulation is presently spread across multiple statutory bodies. The UGC regulates university standards, while the AICTE and NCTE regulate technical education and teacher education respectively. The current Bill seeks a consolidated regulatory structure.
Andhra Pradesh has argued that the proposed framework could weaken State legislative authority over higher education. The State has also asked for mandatory consultation before decisions affecting State universities and for explicit protection of the autonomy and governance of State institutions.
