On delimitation (redrawing electoral boundaries to reflect population change), Rama Rao said that if a delimitation Bill is tabled in Parliament, southern states should not lose their level of Lok Sabha representation.
Rama Rao criticised an alleged linkage between women’s reservation (reservation of seats for women in legislatures) and delimitation in a Special Session in April.
