Delhi has approved the Delhi Start-up and Incubation Policy with an outlay of ₹400 crore over the next five years. The policy is meant to expand entrepreneurship, innovation and self-employment in the National Capital Territory of Delhi.
The decision matters for UPSC because it sits at the intersection of GS2 governance and GS3 economic development. It also connects to recurring themes such as job creation, incubation-led innovation and the role of educational institutions in building an enterprise ecosystem.
What the policy provides
The policy covers 11 state universities, 13 government-funded colleges, polytechnic institutes and Industrial Training Institutes. Students of government schools can also benefit through these institutions.
Selected ideas will receive financial assistance. The Delhi government will also give one-time financial support to eligible institutions to establish and strengthen incubation centres, along with annual operational support for mentoring, networking, innovation activities and ecosystem development.
Chief Minister Rekha Gupta said the policy aims to help youth become job creators rather than job seekers and to give students, researchers, teachers, alumni and aspiring entrepreneurs access to resources, mentorship and funding.
