Congress alleged an attempt to purge voters in Uttarakhand through bulk objections filed during electoral-roll revision. Congress cited an example from Kichha Assembly constituency in Udham Singh Nagar district, where an individual named Rajesh Tiwari reportedly filed about 6,410 objections.
Congress MLA Qazi Muhammed Nizamuddin, part of a delegation that met the Election Commission of India (ECI), claimed that the online submission pattern suggested “institutional” access for an organisation.
Election Commission of India sources reportedly stated a misuse-prevention safeguard: if a person files more than five objections, the matter triggers mandatory review by the Returning Officer to check the legitimacy of the claims.
Congress alleged that many Form 7 objections in Uttarakhand were filed by people who were not electors from, or otherwise connected with, the concerned assembly constituency.
Congress also alleged that procedural fairness steps for objection hearings—especially the dual-notice practice—are not followed consistently, and objectors often do not appear at hearings.
