The Special Intensive Revision (SIR) of electoral rolls was in the door-to-door enumeration and verification stage when data released by the office of Chief Electoral Officer Ashok Kumar showed a digitisation gap. With one week remaining for the door-to-door enumeration phase, only 57.54% of Special Intensive Revision (SIR) enumeration forms had been digitised, despite 99.91% of forms reportedly being distributed.
Chief Electoral Officer Ashok Kumar’s office data and statements in the reporting indicated operational strain for Booth-Level Officers (BLOs). Citizens’ groups alleged that many electors did not receive forms even as distribution figures showed near completion. BLOs described pressure to meet daily targets, time spent verifying migrant families’ address and records, and health impact due to workload.
The reporting also highlighted voter record anomalies where correction is difficult. The stated reason was that identity-linked records across states, or other record errors, can require additional verification before changes are possible.
