What happened
Gurugram has seen a crackdown on alleged illegal paying-guest and other commercial uses inside residential colonies, especially in DLF City phases 1 to 5. The enforcement action follows a long court dispute over building by-law violations, commercial use in residential plots, and alleged misuse of EWS plots.
Tenants who had rented apartments or rooms for short- or medium-term stays say they were asked to leave with very short notice, and in some cases belongings were left inside sealed premises.
Background and earlier position
The dispute involved allegations that residential plots were being converted for commercial activity, including paying-guest accommodations, guest houses, and encroachments on reserved land marked as the "right of way". The note says more than 5,000 properties are under scrutiny.
In February 2025, the Punjab and Haryana High Court ordered action by the District Town Planner (Enforcement) against violations in residential colonies. The Supreme Court stayed that order on April 4, after which the case returned to the High Court.
