What happened

Three United Nations Special Rapporteurs have raised concerns about India’s special intensive revision (SIR) exercise and have asked the Government of India to explain alleged large-scale deletion of voters from electoral rolls. The communication focuses on claims that the deletions particularly affected Muslim voters and other minority group members.

The communication is dated May 1, 2026 and, as noted in the communication, gives the Government of India 60 days to respond.

Background and earlier position

Similar concerns were expressed in December 2018 during the updating of the National Register of Citizens in Assam. The present concerns therefore sit within a continuing debate on documentation, exclusion, and the risk of wrongful deletion from official records.
