CBSE releases fresh circular on third language assessment
CBSE has said the third-language requirement will stay in school assessment for Class 10 promotion, even though it will not be part of the Board examination for students entering Class 10 from 2027-28.
- CBSE has said the third-language requirement will not be part of the Board examination for students entering Class 10 from 2027-28, but it will remain a school-based assessment requirement for pass certification.
- A Class 9 student who fails the school-based third-language assessment will still be promoted to Class 10 and must clear the pending assessment in Class 10.
- Earlier CBSE circulars made the three-language formula applicable from Class 6 in 2026-27.
- Students in Classes 7 to 9 who chose an extra foreign language may continue it while also taking a third language native to India.
CBSE has clarified the treatment of the third-language requirement for students entering Class 10 from 2027-28. The third language will not form part of the Board examination, but students will still need to clear the school-based third-language assessment to receive the Secondary School Examination pass certificate.
The Education Ministry has defended the three-language formula in a counter-affidavit before the court, stating that education is on the Concurrent List and that the policy supports multilingualism, preservation of Indian languages, cognitive development, and constitutional values of integration and diversity.

UPSC can frame the CBSE third-language assessment policy around the balance between national education policy and linguistic diversity. The question can also test the constitutional basis of education on the Concurrent List, the role of school-based assessment, and the policy debate on multilingualism versus perceived burden on students.
