What happened
The Ministry of Home Affairs has informed the Rajya Sabha that demands have been raised from time to time for inclusion of several Indian languages in the Eighth Schedule to the Constitution, including Gor Boli. The Ministry has also stated that there are no fixed criteria for considering any language for inclusion in the Eighth Schedule.
According to the Ministry of Home Affairs, attempts to evolve such criteria through the Pahwa Committee and the Sitakant Mohapatra Committee remained inconclusive.
UPSC may frame this as a question on the constitutional status of the Eighth Schedule, the absence of codified criteria for adding languages, and the policy tension between linguistic aspiration and administrative feasibility.
