What happened: ROB/RUB sanction status and progress in Jammu & Kashmir
The Ministry of Railways stated that sanctioning and construction of Road over Bridge (ROB) and Road under Bridge (RUB) in place of Level Crossings (LCs) is an ongoing process on Indian Railways. The Ministry also provided numbers for ROB/RUB constructed in different time windows and the current sanctioned pipeline as on 01.06.2026, including counts specific to the Union Territory of Jammu & Kashmir.
According to the Ministry’s figures:
ROB/RUB constructed on Indian Railways: 4,148 from 2004–14.ROB/RUB constructed on Indian Railways: 14,451 from 2014–26 (up to May 2026).ROB/RUB constructed in Jammu & Kashmir: 16 ROB/RUB in the period 2014–26 (up to May 2026).Sanctioned ROB/RUB works on Indian Railways (pipeline): 4,993 works as on 01.06.2026.Approximate sanctioned cost for the pipeline: ₹1,17,492 crore as on 01.06.2026.Existing ROB/RUB in Jammu & Kashmir: 195 ROBs/RUBs exist as on date.Sanctioned ROB works in Jammu & Kashmir (pipeline): 2 ROB works sanctioned at an approximate cost of ₹87 crore, with works at various stages of planning and execution.
Background and earlier position: ROB/RUB expansion as a continuous process
The Ministry described ROB/RUB sanctioning as a continuous and dynamic process on Indian Railways. The Ministry also said that ROB/RUB works are prioritised based on multiple factors such as safety impact on train operations, mobility for trains, impact on road users, and feasibility.
