What happened: MoPR announced measures to strengthen Panchayats’ Own Source Revenue (OSR)
The Ministry of Panchayati Raj (MoPR) announced a set of capacity-building, incentives, and system-level reforms aimed at increasing Panchayats’ Own Source Revenue (OSR) mobilisation (OSR means revenue that Panchayats generate on their own through local tax and non-tax sources). The announced measures cover training, awards, a digital portal for revenue processing, legal guidance through model rules, and a property-tax foundation through SVAMITVA.
What MoPR is doing now (announced components)
MoPR’s announced OSR measures include five main components:
1) OSR training module developed with IIM Ahmedabad (to strengthen Gram Panchayat financial self-reliance).
- MoPR stated that it developed a training module on Own Source Revenue (OSR) in collaboration with IIM Ahmedabad.
