Training modules under Panchayat capacity building: OSR module with IIM Ahmedabad and Shashkta Panchayat Netri Abhiyan module for women elected representatives
Training modules under Panchayat capacity building focus on Own Source Revenue and women’s leadership in Panchayati Raj Institutions

- The Ministry of Panchayati Raj has developed training modules to improve Gram Panchayat revenue understanding and women’s governance capacity.
- Gram Panchayats generate Own Source Revenue through tax and non-tax sources.
- Women elected representatives are the target group for a specialised capacity-building module under Shashkta Panchayat Netri Abhiyan.
The Ministry of Panchayati Raj has developed two training initiatives for Panchayati Raj Institutions. One module, prepared in collaboration with the Indian Institute of Management Ahmedabad, focuses on Own Source Revenue (OSR) for Gram Panchayats. The second module is a specialised training package under Shashkta Panchayat Netri Abhiyan for women elected representatives.
The immediate policy relevance is clear. Gram Panchayats need stronger local finances for day-to-day functions and service delivery, while women elected representatives need institutional support to exercise their roles effectively in rural governance.
What happened
UPSC may frame the topic around the need for financially empowered Gram Panchayats, the role of Own Source Revenue in local self-government, and the significance of training women elected representatives for effective grassroots governance and inclusive decentralisation.
