What happened: SVAMITVA drone-survey progress, property cards, and loan linkage
The Ministry of Panchayati Raj reported progress under the SVAMITVA Scheme through a written reply in the Rajya Sabha by Union Minister Shri Rajiv Ranjan Singh alias Lalan Singh on 05 August 2026. The Ministry described how SVAMITVA uses drone surveys and Continuously Operating Reference Stations (CORS) to generate high-accuracy maps of village habitation areas (abadi), and how the resulting SVAMITVA property cards support Record of Rights and downstream use such as bank loans.

Under SVAMITVA, spatial data is shared with State Governments and is leveraged through Gram Manchitra, a GIS-based spatial planning application developed by the Ministry of Panchayati Raj. Gram Panchayats can visualize village-level geospatial information, including habitation areas, roads, public infrastructure, natural resources, water bodies, and community assets, to support evidence-based preparation and implementation of Gram Panchayat Development Plans (GPDPs).
Background and earlier position: Drone/GIS-based abadi mapping for Record of Rights
SVAMITVA targets eligible rural inhabited (abadi) areas of villages as approved under the Scheme. The Scheme design focuses on demarcation of rural inhabited land using drone survey and CORS technology to create high-accuracy maps of abadi areas of villages.
