What happened: CFCFRMS SOP for NCRP–CFCFRMS and functional modules for restoration and grievance redressal
The Ministry of Home Affairs has strengthened financial cyber fraud complaint handling through the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) under Indian Cyber Crime Coordination Centre (I4C). CFCFRMS supports immediate reporting of financial frauds and targets stopping siphoning of funds by fraudsters. The Ministry also issued a comprehensive NCRP–CFCFRMS Standard Operating Procedure (SOP) to create uniformity in complaint processing and victim outcomes. The SOP lays out standardized steps for: complaint processing through the National Cyber Crime Reporting Portal (NCRP)bank coordinationgrievance redressalremoval of lien markings (lien marking refers to marking of funds as blocked/under claim so that banks treat the amount as held)restoration of defrauded funds to rightful claimants based on complaints received through NCRP
The Ministry made two modules functional from April 2026: Money Restoration Module for expeditious restoration of defrauded money to victimsGrievance Redressal Module for timely attending to grievances relating to freezing of bank accounts and lien marking of the amount

The Ministry states that CFCFRMS was launched in 2021 to support immediate reporting of financial frauds and to stop siphoning off funds by fraudsters. Operationally, the Ministry reports that CFCFRMS has generated significant claimed savings for victims through actions linked to the reporting and coordination process: till 30.06.2026, financial amount of more than Rs. 11,158 crore has been savedacross more than 32.80 lakh complaints
