The National Highways Authority of India has revised its consultancy framework for Authority Engineer (AE) and Independent Engineer (IE) services to strengthen technical supervision on National Highway projects. The revision matters because consultancy contracts shape the quality of project monitoring, field inspection, and execution support in highway works.
What changed
The revised Standard Request for Proposal (RFP) documents now mandate minimum remuneration for key professional categories in future AE/IE consultancy contracts. NHAI has also linked payment of the mandated remuneration to an escrow arrangement, which is meant to secure disbursal to consultancy staff.
NHAI has also revised the policy governing engagement of Site Engineers, which earlier limited their tenure to a maximum of five years. The new framework seeks to keep experienced technical staff within the National Highway ecosystem and create a structured career progression path.
