Key takeaways
  • The National Electronic Toll Collection programme is the backbone of FASTag-based toll collection on National Highways.
  • National Payments Corporation of India functions as the central clearing house in the FASTag transaction ecosystem.
  • National Highways Authority of India has created multiple channels for user fee grievance redressal, including a toll-free helpline, email support, bank helplines, and the RajmargYatra App.

The Ministry of Road Transport and Highways has expanded FASTag-based toll collection on National Highways through a FASTag-based Annual Pass for non-commercial cars, jeeps, and vans, and through Multi-Lane Free Flow (MLFF) barrier-less tolling. The policy matters for UPSC because it combines transport infrastructure, digital payment systems, grievance redressal, and the governance questions linked to privacy, interoperability, and enforcement.

What happened

The Ministry of Road Transport and Highways stated that the FASTag-based Annual Pass came into effect from 15 August 2025. The pass is meant for non-commercial cars, jeeps, and vans and can be activated on payment of ₹3,075 for the year 2026-27. It allows travel through all National Highway and National Expressway fee plazas for one year or up to 200 fee plaza crossings, whichever comes earlier.

The UPSC angle · GS2 · GS3 · Essay

UPSC can frame this as a question on the design of digital toll collection, the shift from physical barriers to camera-based enforcement, grievance redressal in citizen-facing infrastructure, and the trade-off between operational efficiency, privacy, and system integrity.
