What happened: NeVA implementation expands across State/UT legislatures
The Ministry of Parliamentary Affairs reported progress on the National e-Vidhan Application (NeVA) project for digitising State/UT legislative processes. A written reply in the Rajya Sabha by Minister of State for Parliamentary Affairs, Dr. L. Murugan, stated that 33 out of 37 State/UT Legislatures signed Memoranda of Understanding (MoUs) for implementing NeVA. From these, 21 Legislative Houses have been transformed into digital Legislatures under the NeVA project.
Funding and support model for NeVA
NeVA is funded under the Centrally Sponsored Scheme (CSS) pattern with a total project outlay of Rs. 673.94 crore. The Government of India’s share is limited to Rs. 423.60 crore. For the Andhra Pradesh Legislature, the Government has sanctioned Rs. 23,58,20,600 for NeVA implementation in the two Houses. The Central Project Management Unit (CPMU) provides technical support to participating State/UT Legislatures, including capacity-building initiatives.
Background and earlier position: autonomy of State/UT legislatures
State/UT Legislatures are autonomous institutions. The NeVA project is therefore implemented in consultation with the respective State Legislatures, subject to their preparedness. The reported expansion is linked to MoUs signed by the legislatures, showing participation is coordinated rather than automatic.
