What happened: Lok Sabha reply on Navodaya hostel/dormitory beds

Minister of State in the Ministry of Education, Shri Jayant Chaudhary, reported in a written Lok Sabha reply that construction of permanent Jawahar Navodaya Vidyalaya (NV) buildings—including hostels/dormitories—is ongoing and proceeds in phases based on multiple implementation prerequisites. The reply also provides Uttar Pradesh examples and an Annexure table of hostel/dormitory bed numbers started/completed across States and Union Territories for 2023-24, 2024-25, and 2025-26.

Background and earlier position: hostel construction depends on phased growth of the Vidyalaya

The Ministry stated that construction of permanent NV buildings, including hostels, is a continuous process. The process depends on factors such as: identification of suitable land, completion of lease formalities in favour of Navodaya Vidyalaya Samiti (NVS) by sponsoring authorities, submission of drawings/estimates by the construction agency, availability of funds, and approvals, along with consecutive growth of the Vidyalaya.

The Ministry further stated that Navodaya Vidyalayas are constructed in three phases: Phase-A, Phase-B, and Phase-B (balance), aligned to student growth and efficient use of infrastructure. Under Phase-A, the NV construction includes the school building, kitchen dining, partial dormitories, and partial staff quarters. Under Phase-B, it includes partial dormitories and staff quarters. Under Phase-B (balance), it includes left-over dormitories constructed as per actual requirements.
