Background and earlier position

FC-linked grants for local governance in India are part of inter-governmental fiscal arrangements. In rural areas, these grants are meant to strengthen Panchayati Raj Institutions and Rural Local Bodies through a mix of general-purpose funding and purpose-specific funding, with a design that connects money to execution priorities and service delivery outcomes.
