What happened: eGramSwaraj expands digital governance for PRIs via integrated systems and SabhaSaar

The Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project (MMP) under the Rashtriya Gram Swaraj Abhiyan (RGSA) to strengthen transparency, efficiency, and accountability in the functioning of Panchayati Raj Institutions (PRIs) through digital enablement across all States. The core platform is the eGramSwaraj application, which has been positioned as an integrated digital workbench for planning, financial management, and service delivery in Gram Panchayats.

The Ministry reported multiple integrations and an additional AI tool for Gram Sabha governance:

Public Financial Management System (PFMS): supports online fund management, accounting, and end-to-end digital payments to vendors and beneficiaries through the eGramSwaraj interface. Government e-Marketplace (GeM): supports procurement of goods and services by Panchayati Raj Institutions in a transpar ent and efficient manner. BSNL services: supports Gram Panchayats to apply for new internet connection and pay BharatNet connection bills through eGramSwaraj. BHASHINI: provides multilingual and AI-enabled language translation and voice-based services for improved accessibility. India Meteorological Department (IMD): provides weather-related information to support local planning and decision-making by Panchayati Raj Institutions.

The Ministry also launched SabhaSaar, an AI-enabled voice-to-text meeting summarisation tool, to support Gram Sabha proceedings.

SabhaSaar captures agenda-wise discussions, decisions, and participation details. SabhaSaar generates minutes of meetings. Panchayat functionaries can review, validate, and accept the generated minutes. SabhaSaar supports monitoring of Gram Sabha meeting parameters such as frequency and type of Gram Sabha meetings and participation levels.
