What happened: CIC launched AppCoMS 2.0 for RTI second appeals and complaints

The Central Information Commission (CIC) launched its upgraded Appeal and Complaint Management System (AppCoMS 2.0) on 17 August 2026. CIC announced that the launch was done by Sh. Raj Kumar Goyal, Chief Information Commissioner, with the stated purpose of strengthening CIC’s digital infrastructure and streamlining workflow for processing Second Appeals and Complaints under the Right to Information Act, 2005.

Background and earlier position: AppCoMS started in 2016 as an online portal

CIC introduced AppCoMS as an online web application portal in September 2016. The system allows citizens to file Second Appeals and Complaints online and supports end-to-end digital processing, including:

registration of cases,scheduling of hearings,issuance of decisions,uploading of decisions, andother related workflow processes.

What changed now: AppCoMS 2.0 upgrades security and streamlines workflows
