What happened: DDA to enforce mandatory land pooling through Town Planning Schemes (TPS)

The Delhi Development Authority (DDA) is expected to notify areas under Town Planning Schemes (TPS), making land pooling mandatory for landowners in the notified areas. DDA ties TPS to planned development such as roads, parks, and other public infrastructure inside the planning area.

DDA presents TPS as a scaling-up step under the Master Plan for Delhi–2047 (Master Plan notified on Thursday). DDA aims to extend land pooling beyond earlier areas where landowners formed pools voluntarily.

DDA clarifies that TPS is not meant to replace the existing consortium model of land pooling. DDA instead offers an additional mechanism for land pooling in smaller pockets that do not form a consortium.

DDA describes TPS design and delivery rules. TPS-related roads are planned as 30 metres and wider in high-density corridors and low-density areas. DDA states that if a portion of land is needed for a road, the permissible floor area ratio (FAR) may be allowed on the remaining land. DDA also states that plots will be reconstituted after reserving land for roads, open spaces, social infrastructure, and other services.

DDA states that land pooling through this framework covers 105 villages across six zones, and DDA estimates that the approach could eventually unlock land for about 12 lakh houses. DDA states that once an area is notified as a TPS (for example, TPS-1, TPS-2 and so on), participation becomes mandatory for landowners.
