What happened

The Ministry of Panchayati Raj is implementing the revamped Rashtriya Gram Swaraj Abhiyan (RGSA) as a Centrally Sponsored Scheme from financial year 2022-23 to strengthen local self-government and improve the autonomy, accountability, and capacity of Panchayati Raj Institutions.

The scheme focuses on training elected representatives and other stakeholders so that Gram Panchayats can function effectively across States and Union Territories.

Background and earlier position

Panchayati Raj Institutions are the basic institutions of rural local self-government. Capacity gaps in planning, leadership, administration, and implementation have often limited the effectiveness of decentralised governance. A capacity-building scheme therefore matters not only for training, but also for improving the quality of local decision-making and service delivery.
