White Revolution 2.0 is the Government of India’s current push to expand dairy cooperative coverage in uncovered villages. The programme matters for UPSC because it links rural livelihoods, cooperative institutions, and milk procurement in the livestock economy.

What the Government of India has announced

The Ministry of Fisheries, Animal Husbandry & Dairying says White Revolution 2.0 will expand dairy cooperative coverage by creating 75,000 new Dairy Cooperative Societies and strengthening 46,422 existing societies by 2028–29.

The Ministry of Fisheries, Animal Husbandry & Dairying also stated that cumulative achievement under the programme has reached 67,433 societies against a target of 54,442 by March 2026. The government further highlighted average cooperative milk procurement of 700 lakh litres per day in 2025–26.
