What happened
The Ministry of Skill Development and Entrepreneurship has said that the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), launched in 2015, has progressively moved toward demand-driven, industry-aligned, and outcome-oriented skilling. The scheme now places greater weight on employment, retention, income, and livelihood pathways rather than training volume alone.
Background and earlier design
PMKVY has gone through multiple phases. The Ministry describes PMKVY 1.0 as the phase that created the national framework for short-term training, certification, and Recognition of Prior Learning (RPL). PMKVY 2.0 widened sectoral and geographical coverage, introduced State-led implementation, and promoted convergence with national priorities and missions. PMKVY 3.0 strengthened decentralized planning through State Skill Development Missions and District Skill Committees to identify local skill gaps and employment needs.
What changed under PMKVY 4.0
Under PMKVY 4.0, training targets and job roles are prioritized using national priorities, State and District Skill Development Plans, industry demand, skill-gap assessments, institutional capacity, and implementation readiness. The scheme also pushes training in futuristic sectors such as Artificial Intelligence, cyber security, semiconductors, 5G, Internet of Things, drone technology, green energy, and additive manufacturing.
