Background and institutional design

The Skill India Mission runs through multiple schemes and institutions. The Ministry of Skill Development and Entrepreneurship uses the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and the Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs) to provide short-term and long-term training.

The quality-regulation layer is provided by National Council for Vocational Education and Training (NCVET), which functions as the overarching regulator for technical and vocational education and training. NCVET recognises industry bodies as Awarding Bodies and Assessment Agencies, which helps align qualifications with sectoral demand and occupations under the National Classification of Occupations, 2015.
