What happened (MSDE’s assessment under Skill India Mission)

The Ministry of Skill Development and Entrepreneurship (MSDE) assessed Skill India Mission (SIM) skilling initiatives and provided third-party evaluation outcomes for PMKVY 4.0, Jan Shikshan Sansthan (JSS), and NAPS (PMNAPS-2). MSDE also reported scheme-wise training and apprenticeship figures for the period 2019–20 to 2026–27 (as on 30.06.2026), including reporting for Chhattisgarh. This matters for UPSC because skill policy effectiveness is judged using outcomes such as employment participation, livelihood engagement, and income changes, not only training enrolment.

MSDE stated that SIM delivers skill, re-skill, and up-skill training through an extensive network of skill development centres and training institutes across India, including the State of Chhattisgarh. MSDE identified major SIM schemes as Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and Craftsman Training Scheme (CTS). MSDE stated that these schemes are implemented through Industrial Training Institutes (ITIs).

MSDE stated that SIM aims to enable youth to become future-ready with industry-relevant skills. MSDE also stated that annexures provide State/UT-wise, year-wise, and scheme-wise details of candidates trained under major MSDE skill development schemes for 2019–20 to 2026–27 (as on 30.06.2026).

MSDE clarified placement tracking and programme focus under PMKVY:

MSDE stated that placement tracking was conducted under the Short-Term Training (STT) component of PMKVY only for PMKVY 1.0, PMKVY 2.0, and PMKVY 3.0, implemented during 2015–16 to 2021–22. MSDE reported that 28,142 candidates were reported placed in Chhattisgarh under PMKVY 1.0 to 3.0. MSDE further stated that PMKVY 4.0 focuses on empowering trained candidates to choose career paths using industry-relevant skill courses that include On-the-Job Training (OJT).
