What happened (MSDE’s reported actions on AI and emerging-technology skilling)

The Ministry of Skill Development and Entrepreneurship (MSDE) reported that the Skill India Mission (SIM) uses a network of skill development centres/institutes to deliver skill, re-skill and up-skill training across India. MSDE stated that training is delivered through schemes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and Craftsman Training Scheme (CTS), with delivery through Industrial Training Institutes (ITIs).

MSDE further reported that the Directorate General of Training (DGT) under MSDE developed 170 NSQF-compliant courses, including 32 new-age/Future Skills courses under CTS in emerging areas such as Artificial Intelligence, Industrial Robotics, Cyber Security, and Green Skills. These courses are delivered through a nationwide network of ITIs and National Skill Training Institutes (NSTIs).

Background and earlier position (how PMKVY and CTS/ITIs fit together)

MSDE stated that PMKVY 4.0 is implemented since FY 2022–23 and gives special emphasis on future skills and emerging technologies, including Artificial Intelligence (AI), Machine Learning, Robotics, Cloud Computing, Internet of Things (IoT), Data Analytics, Cyber Security and Green Technologies. Earlier PMKVY phases are also reported in the same release: under PMKVY 1.0 to PMKVY 3.0 (FY 2015–16 to FY 2021–23), 1.11 crore candidates were certified, and 24.38 lakh were reported placed under the Short Term Training (STT) component.

For CTS/ITIs, MSDE described a DGT course-development pathway and delivery through ITIs and NSTIs, aligned to emerging job roles and industry needs. MSDE also described broader skilling delivery through participation of States and Districts through State Skill Development Mission (SSDMs) and District Skill Committees (DSCs), where district committees identify sectors with employment opportunities and map available facilities.
